Cobalion does not spawn in normal waves. It waits in a distortion rift, in an arena based on one of its types (Steel / Fighting). Clear the rift and you keep a ×10 ticket reward. Lose, or let the two minutes run out, and you return with 30% HP and no payout.
The run starts with Metal Claw (Garra Metal in the game). A steel melee swing. The default starter move for Steel-types.Later cards can offer any move of Steel / Fighting plus every Normal move.
